The Ministry of Social and Family Development and the National Council of Social Service jointly published the National Youth Work Competency Framework in 2017. It is meant as a key resource and national reference to guide recruitment needs and capability building in the youth work sector.

The Skills Framework is a guide to occupations and skills for the Singapore workforce to promote skills mastery and lifelong learning. It was jointly developed by SkillsFuture Singapore, Workforce Singapore, Ministry of Social and Family Development and National Council of Social Service, together with employers, industry associations, education and training providers and unions. 

Youth work is duly recognised as a legitimate profession and is significantly featured in this Skills Framework, embedded within the social service sector. 

The Skills Framework pertaining to Youth Work, drawing its basis on the previously launched National Youth Work Competency Framework, provides for a track for direct practice and another for management.
